Advancing Gender Equity in the Pacific Rim

Gender inequality remains a pressing issue across the Asia-Pacific region, where cultural norms, economic disparities, and systemic barriers continue to limit opportunities for women. Despite progress, women hold only 20% of leadership roles in higher education, and the gender pay gap remains as high as 37% in some economies. These disparities not only hinder individual potential but also constrain regional innovation, economic growth, and social development. Advancing gender equality is not just a moral imperative—it’s essential for building resilient, inclusive societies.

 

Our Work

Co-led by Tecnológico de Monterrey and The University of Sydney, the Asia Pacific Women in Leadership (APWiL) program drives gender equity across APRU member universities and to catalyze institutional change in the region. APRU institutions lead by example, conduct joint research, build capacity for systemic reform, and implement targeted efforts to reduce gender imbalances on campus:

Asia Pacific Women in Leadership Summit – This convening, held for the first time in 2024, brought mentoring program alumni and university leaders together to explore actionable strategies for advancing gender equity in higher education.

The APWiL Mentoring Program – For the past five cohorts, the program pairs emerging women leaders with senior mentors across institutions to offers cross-border mentorship, leadership development, and workshops that build confidence and career readiness. The program is under development and a new edition will be announced later this year. 

Knowledge Exchange and Stakeholder Engagement – APWiL dialogues, workshops, and policy forums support institutional transformation. In celebration of International Women’s Day 2024, APWiL held a webinar “Breaking Barriers, Building Bridges,” spotlighting the power of mentoring, inclusive policies, and the evolving role of women in academia and society.

 

APWiL Mentoring Program

The APWiL Mentoring Program matches mentors and mentees from APRU member universities to provide international and intercultural opportunities for the empowerment, professional growth, and development of aspiring women leaders.

Asia Pacific Women in Leadership Program: A Legacy of Leadership

The Asia Pacific Women in Leadership (APWiL) Program has spanned five cohorts since its launch in 2020, empowering 374 women across 31 universities in 12 economies. Led by Prof. Joanna Regulska and Prof. Dr. Yvonne Lim Ai Lian, APWiL championed inclusive leadership, mentorship, and institutional change across the Pacific Rim.

Empowered to Lead - Asia Pacific Women in Leadership (APWiL) Mentoring Program E-booklet
Empowered to Lead, an e‑booklet that captures the collective learning, reflections, and impact of the Asia Pacific Women in Leadership (APWiL) Mentoring Program from 2020-2025. Prepared by UC Davis, Universiti Malaya and UC Santa Cruz, this publication brings together selected seminar transcripts, participant voices, and leadership insights that reflect APWiL’s commitment to advancing women’s leadership in higher education across the Pacific Rim. Through themes of equity, communication, confidence, and sustainable career pathways, Empowered to Lead highlights how mentorship, community, and cross‑cultural exchange can foster meaningful individual growth and institutional change. The successful completion of the first five-year period of the APWiL Mentoring program is thanks to the commitment by the outgoing co-chairs Prof. Joanna Regulska, Prof. Dr. Yvonne Lim Ai Lian, and Dr. Sabrina Lin, as well as the APWiL Mentoring Program team Chelsey Hawes, Glynis Kincaid, Kimberly Bellows, Dawn Takaoglu, Adriana Rojas, and David Quimbayo. Key contributions came from the APWiL Presidential Champions, the APWiL Core Group, the many universities that supported the program, as well as all the individuals who participated in a workshop and joined the APWiL Summit in Auckland, New Zealand. With special thanks to Mrinmoyee Bhattacharya, UC Davis for transcriptions and for putting the publications together; Assoc. Prof.  Dr. Sheena Kaur, Nuzul Fatihin Izatil Azman, and Angga Arven Fajar (internship student) from Universiti Malaya, who helped transcribe and summarize the key findings for this e-booklet, as well as to APWiL co-chairs, Prof. Joanna Regulska, UC Davis, and Prof. Dr. Yvonne Lim Ai Lian, Universiti Malaya.
APRU Presidents’ Statement on Gender Equity and Diversity
Leaders at the APRU Annual Presidents’ Meeting agree to ratify the APRU Statement on Gender Equity and Diversity. The meeting took place at the University of Malaya in 2016. APRU Presidents’ Statement We believe that universities enhance their contribution to society through accessing the talents of diverse communities. APRU has the opportunity to demonstrate thought leadership, both within and outside the network, to advance equity and diversity across its member universities. We recognize that our universities operate within different contexts and are at different points in progressing these objectives. As university presidents we see consensus on policy principles as an opportunity to unify the network and demonstrate the added value of an international alliance. We therefore endorse the following principles: Diversity at all levels is a key factor in the success of universities. The achievement of diversity requires a commitment to promoting equity and bringing about the associated changes that result in positive and powerful outcomes. APRU universities will work towards making gender equity an integral part of their diversity strategy, organizational structure and culture including their strategic objectives and senior accountabilities. APRU universities will develop a clear, consistent and sustainable policy framework appropriate to their diverse contexts that guides, promotes and reinforces their commitment to gender equity and diversity. APRU universities will commit to collecting and using data to measure progress and inform future strategy and policy. APRU Presidents Kuala Lumpur June 2016
