APRU Global Health Webinar: Surmounting Ethical Challenges in Health and Aging

Aiming to explore pressing ethical challenges broadly related to global aging and health, the “Surmounting Ethical Challenges in Health and Aging” webinar is co-organized by three of the APRU Global Health Working Groups: Aging, Bioethics, and Nursing.

Bringing together experts from the Asia Pacific, the session will highlight the diverse cultural, social, and healthcare contexts that shape aging in the region. It will underscore the urgency of ethical dialogue and collaborative action as global populations age rapidly. The webinar will examine the importance of culturally sensitive, person-centered approaches to elder care and encourage a rethinking of current care models to better uphold dignity, justice, and compassion for older adults—especially within increasingly complex and resource-strained health systems.

Speakers & Moderators

Laurence Lloyd B. Parial (University of the Philippines, the Philippines) will discuss ethics in the development of age-friendly environments that promote autonomy, social inclusion, and accessibility for seniors.

Chenyang Li (Nanyang Technological University, Singapore) will explore how Confucian values—such as filial piety and intergenerational responsibility—inform ethical caregiving practices in Asian societies.

Reena Rajasuriar (Universiti Malaya, Malaysia) will discuss the ethics of caring for older adults living with HIV, emphasizing the need to confront stigma and ensure equitable access to healthcare services.

Carole Estabrooks (University of Alberta, Canada) will speak on human rights, ageism and sex discrimination in long-term care.

Julian Savulescu (National University of Singapore, Singapore) will explore the ethics around life extension as the possibility of extending human lifespan becoming more attainable.

Mellissa Withers (Moderator)
The University of Southern California

Mellissa Withers, PhD, MHS is Professor of Clinical Preventive Medicine at the Keck School of Medicine in the Department of Preventive Medicine. She is based at the University of Southern California Institute on Inequalities in Global Health. She also is also Director of the Global Health Program of the Association of Pacific Rim Universities (APRU). She received a PhD from the Department of Community Health Sciences at the UCLA Fielding School of Public Health with a minor in cultural anthropology. She also holds a Master’s in International Health from the Johns Hopkins Bloomberg School of Public Health and a BA in international development from UC Berkeley.

Her research interests lie in community participatory research, mental health, gender-based violence, immigrant health, and global sexual and reproductive health. Dr. Withers is the editor of two books: Global Perspectives on Sexual and Reproductive Health Across the Lifecourse, and Global Health Leadership: Case Studies from the Asia-Pacific (in press). She has also published more than 40 scientific articles and serves on the editorial boards of six international global health journals. She also writes a blog on human trafficking titled Modern-Day Slavery for Psychology Today.

Leander Marquez (Moderator)

Leander Penaso Marquez is an Assistant Professor at the University of the Philippines Diliman where he earned his master’s degrees in Philosophy and in Education. He also obtained his Master of Health Research Ethics degree from Universiti Malaya, Malaysia. He has extensive experience as trainer, author, and editor. Leander serves as co-chair of the Working Group on Bioethics of the Association of Pacific Rim Universities Global Health Program (APRU-GHP) as well as Junior Ambassador to the Philippines for the Universal Scientific Education and Research Network (USERN). He is also the Founding President of the Philosophical Inquiry in Schools Initiative Philippines Inc. (ISIP Pinas) and board member of the Philosophy and Values Education Society, Inc. (PAVESOC, Inc.). His research interests include Ethics, Epistemology, Bioethics, Philosophy for Children, Philosophy of Education, Values Education, Education Policy, and Philosophy and Popular Culture.

Chenyang Li (Speaker)
Nanyang Technological University, Singapore

Chenyang Li, PhD is Professor Emeritus of philosophy at Nanyang Technological University, Singapore, where he founded the philosophy program. His primary areas of research are Chinese philosophy and comparative philosophy.  Li received a BA and MA in philosophy from Peking University, and a Ph.D. in philosophy from the University of Connecticut. He was the founding president of Association of Chinese Philosophers in North America (ACPA), President of International Society for Chinese Philosophy (ISCP), Senior Visiting Fellow at the City University of Hong Kong, an American Council on Education ACE fellow, and an inaugural Berggruen Fellow at the Center for Advanced Study in the Behavioural Sciences in Stanford University. Currently he serves on the editorial/academic boards of over two dozen scholarly publications and organizations. Dr Li has taught over twenty philosophy courses such as Introduction to Philosophy, Environmental Ethics, Philosophy of Friendship, and Chinese Philosophy.

Carole Estabrooks (Speaker)
University of Alberta

Carole Estabrooks, PhD, RN is Professor in the Faculty of Nursing at the University of Alberta, Canada. She is  principal investigator of the Knowledge Utilization Studies Program since 1997 and the longitudinal, pan Canadian Translating Research in Elder Care (TREC) research program since 2007. She holds a Tier I Canada Research Chair (CRC) in Knowledge Translation and is cross appointed in the School of Public Health, University of Alberta. She supervises undergraduate and graduate students and postdoctoral fellows and teach in the areas of knowledge translation and research design. Her research focuses on basic and applied aspects of inquiry in the knowledge translation, knowledge utilization and implementation science fields, with a particular focus on congregate setting where older adults with dementia live (i.e., long term care or LTC.

Laurence Lloyd B. Parial (Speaker)

Laurence Lloyd B. Parial, PhD is an Assistant Professor under the Adult Health Nursing Specialty Group of the University of the Philippines Manila College of Nursing. He obtained his Doctor of Philosophy degree as a full government scholar from the Faculty of Health and Social Sciences of the Hong Kong Polytechnic University, where he graduated with the Faculty Distinguished Thesis Award. He also received the Gerontological Nursing Excellence Doctoral Award from the National Hartford Center of Gerontological Nursing Excellence (NHCGNE) in the US, in line with his research contributions to the care of older persons and vulnerable populations. His research areas include gerontology, health literacy, and public health, publishing various research designs in both local and international journals.

Reena Rajasuriar (Speaker)
Universiti Malaya

Reena Rajasuriar, PhD is a Clinical Pharmacist by training and an Associate Professor at the Department of Medicine, Universiti Malaya (UM).  She also holds an adjunct position as a Fellow at the Department of Infectious Diseases, University of Melbourne, Australia.  She leads the research unit at the Department of Medicine, UM and is Head of the Immunotherapeutics Laboratory (ITL), a core immunology research laboratory at the Faculty of Medicine, UM. Dr Rajasuriar completed her PhD in Immunogenetics at Monash University, Australia and now leads a translational research program in HIV and Aging at the Centre of Excellence for Research in AIDS (CERiA).  Her training as a clinical and basic scientist has afforded Dr Rajasuriar the expertise to perform multidisciplinary research spanning basic, clinical and implementation studies.  Her research focuses on understanding drivers of accelerated aging in people living with HIV and its interaction with functional aging outcomes.  She is also invested in understanding how integrated HIV care can best be implemented in resource limited settings to promote healthy aging.

Dr Rajasuriar’s work is funded by various national and international funding bodies including the National Institutes of Health, US, the American Foundation for AIDS Research and the Ministry of Science, Technology and Innovation, Malaysia.  She has received multiple accolades including the Australia-APEC Women in Research Fellowship (2015), the Loreal-UNESCO For Women in Science Malaysia Fellowship (2016), the IAS Research-for-Cure Academy Fellowship (2018), the CIRA International Visiting Fellowship to Yale (2019), the Asian Universities Alliance (AUA) Scholars Award (2023) and most recently, the Fulbright Malaysian Scholar Award (2024).

Julian Savulescu (Speaker)
National University of Singapore

Julian Savulescu, PhD is an award-winning ethicist, medical doctor and moral philosopher. He trained in neuroscience, medicine, and philosophy. He is currently and has been Uehiro Chair in Practical Ethics at the University of Oxford since 2002. He currently also holds Chen Su Lan Centennial Professor in Medical Ethics, and Director of the Centre for Biomedical Ethics, at the Yong Loo Lin School of Medicine, National University of Singapore (from August 2022). In 2003, he founded the Oxford Uehiro Centre for Practical Ethics and was responsible for attracting a GBP100 million donation from the Uehiro Foundation on Ethics and Education to evolve the Centre into the Uehiro Oxford Institute (the largest single donation Oxford has received). He is also responsible for enabling a gift of GBP 10 million to St Cross College from the Uehiro Foundation for scholarships in practical ethics.

He co-directs the Wellcome Centre for Ethics and Humanities and is Co-PI on ANTITHESES – A Discovery Platform for Transformative Inclusivity in Ethics and Humanities Research funded by Wellcome Trust (2025-2030). He is a Distinguished Visiting Professorial Fellow at Murdoch Children’s Research institute (MCRI) and Distinguished International Visiting Professor in Law at Melbourne Law School since 2017.

He was editor of the BMJ’s Journal of Medical Ethics for over 10 years and achieved the highest impact factor in the journal’s history. He leads teams of >30 researchers and has held over £23 million in awards and donations under his direct leadership, as part of awards worth over £32 million.
